City of Quincy annexes 1.3 acre for the construction of urgent care facility

The City of Quincy Commission recently voted unanimously to annex a 1.3-acre property, located at 1730 Pat Thomas Parkway, into the city for a 3,200 square foot urgent care facility.

Interim Building and Planning Director Charles Hayes said Main Street Family Care Clinic, which is expected to begin construction in December, will provide the city with an alternative health care.

Although the vote was unanimous, Mayor Pro Tem Keith Dowdell, who represents the district that the property will be annexed into, said he was reluctant about voting in favor of the annexation.

Dowdell said he talked to citizens who live near the site.

“They’re not thrilled because they don’t want all that traffic in their area,” Dowdell noted.

Hayes told the commissioners that the facility would be built, regardless of if the commission annexed it into the city.

He said instead of being a part of the city, it would be in the county, and the county would receive the tax revenue.

During the meeting Hayes also mentioned that a new Dollar General store may be coming to East Jefferson Street.

Hayes requested permission to prepare a draft ordinance to make some changes to the City’s comprehensive plan Future Land Use map in order to change the zoning of the property located on East Jefferson Street - just west of Ralph Strong Road.

The amendment proposal appeared before the city’s Planning and Development Review Board on November 1, during which the board voted unanimously to recommend approval of the proposed land use changes.

If fully approved, the amendment would change the future land use element for the 17 acres parcel from Gadsden County Agriculture to City of Quincy Commercial.

City Attorney Gary Roberts warned the commissioners to cease their discussion of the Dollar General, because it could become a matter of improper due process.

However, Roberts did say the commission could make a decision on the amendment of the Future Land Use Map.

The commission voted unanimously to table the matter until they could provide more information about the changes.

Commissioner Angela Grant Sapp said she was concerned with how the Dollar General could affect the expansion of Tanyard Creek Park.

Hayes pointed out that there is a time constraint for the developer.

McLean advised that the commission needs more information about the proposed amendments before making a decision.
