Town of Greensboro, Florida Second Public Hearing Notice

The Town of Greensboro plans to apply to the Florida Department of Economic Opportunity (DEO) for an FFY 2021-2022 Small Cities Community Development Block Grant (CDBG) of up to $650,000 in the Neighborhood Revitalization category. The activities, location, estimated dollar amounts, and estimated percentage benefit to low-to-moderate income (LMI) persons are as follows:

Repaving/street improvements will take place on West Street between CR 270 (Sycamore Road) and Coleman Avenue. Repaving/street improvements will also take place on Hopkins Lane which extends from West Street to the western town limits. In addition, East 11th Street will be repaved between Gadsden Ave. to Gardner Ave. The amount of CDBG funds budgeted for repaving is $511,494 and the benefit to low- and moderate-income persons is over 51%.

Water Line Replacement activities will include replacement of water meters and related components which will take place on W. 11th Street and Sycamore Avenue. These two streets are located between West Street and Coleman Ave. The amount budgeted for water line replacement activities is $12,000 and the benefit to low- and moderate-income persons is over 51%.

In the event that funds are available after the improvements described above are addressed, the Town will consider using grant funds to repave Clark Street which extends westward from West Street for approximately 350 LF. The benefit to low- and moderate-income persons for this activity is over 51%. In addition, if funds are available, the Town will consider the use of CDBG funds for drainage improvements on Kemp Street between Tolar Street and Mead Street. Drainage improvements will also be considered for Mead Street, between Sycamore Road and Coleman Street. In addition, if feasible, drainage improvements will be considered along Coleman Street between Mead and West Streets. Drainage improvements will also be considered for Tolar Street between Kemp Street and Coleman Street. The benefit to low- and moderate-income persons for these drainage improvements is over 51%.

The project will also involve engineering, which is budgeted for $78,000. The benefit to low- and moderate-income persons for this activity is not applicable. In addition, the project will involve grant administration. The amount budgeted for this activity is $48,506. The benefit to low- and moderate-income persons for this activity is not applicable.

The Town also plans to contribute local match to the project in the amount of $25,000. The local match funds will be used to further and enhance the CDBG funded activities.

The Town of Greensboro does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, the Town will assist them as described in the Town’s anti-displacement and relocation policy, which is available for review at Town Hall.

A public hearing to provide citizens an opportunity to comment on the application for funding will be held at Greensboro Town Hall in the Town Council Chambers at 150 East 11th Street, Greensboro, Florida 32330. The meeting will be held on Thursday, July 14, 2022 at 7:00 p.m., or as soon thereafter as may be heard. For more information concerning this meeting, contact Amy Shiver, Town Clerk at 850-442-6215. A draft copy of the application will also be available for review during normal business hours in the Town Clerk’s office at Town Hall by noon on July 11, 2022. Persons wanting to submit written comments on the application should send them to Amy Shiver, Town Clerk, by e-mail at townofgreensboro@tds.net or by mail to P. O.
