Court documents detail allegations in former Quincy city manager case

Additional details have been released in the case against former Quincy City Manager and Community Redevelopment Agency Director Rob Nixon, who was arrested last week on multiple felony charges. As previously reported, Nixon was taken into custody after authorities executed a search warrant at his residence. Prosecutors have charged him with 16 felony counts, including grand theft, possession of a firearm by a convicted felon and official misconduct. Prosecutors allege Nixon used his leadership positions within the city and the Community Redevelopment Agency to divert more than $30,000 to his private business, Monterrey’s Cigar Social, between May 2022 and April 2023. A probable cause affidavit filed in Gadsden County Circuit Court states that Nixon, while serving as the Community Redevelopment Agencymanager, approved and authorized two Community Redevelopment Agency disbursements totaling $32,000 for renovations at 15 and 17 East Jefferson Street, property connected to his cigar business. The affidavit alleges the payments were categorized under a Monroe Street beautification project and that none of the funds were used for renovations on Monroe Street . Investigators allege Nixon leased the Jefferson Street property and had a financial interest in the business operating there. The affidavit further states that he instructed contractors regarding renovation work and approved payment requests submitted to the Community Redevelopment Agency . The document also alleges Nixon submitted falsified and forged invoices to support the disbursement of funds. According to the affidavit, between May 23, 2022, and April 21, 2023, Nixon knowingly uttered forged instruments and published false invoices with intent to defraud the Community Redevelopment Agency. Charges listed in the warrant include grand theft of $20,000 or more but less than $100,000, official misconduct, four counts of forgery and four counts of uttering a forged instrument . Court records show Nixon’s bond was set at $50,000, with conditions that he have no contact with City Hall, any city employees, commissioners or listed witnesses, and that he not return to 404 West Jefferson St. in Quincy. Separate court filings show Nixon filed a civil lawsuit against the City of Quincy in August 2025, alleging whistle-blower retaliation under Florida Statute 112.3187. In the complaint, Nixon asserts he was unlawfully terminated on June 10, 2025, in retaliation for reporting alleged violations of the City Charter and suspected mismanagement of public funds. The lawsuit seeks monetary damages in excess of $50,000, along with legal and equitable relief. As previously reported, Nixon was terminated in June with no cause listed for the termination. He was booked into the Gadsden County Jail, and his first court appearance was scheduled for Wednesday, according to the chief assistant state attorney.
