Midway City Council discusses road redesigns, recognizing May 20, and amending the land-use map

On Thursday night, September 2, the City of Midway held the regular city council meeting.

In attendance was Mayor Ella Parker Dickey, the elected council members, representatives for the Florida Department of Transportation, and several residents who had gathered to discuss the upkeep of the city.

A few important items on the agenda of the meeting included the CF Blue Star Highway LLC request to amend the future land use map for two parcels, an adoption of resolution to support the redesign of an intersection located at Dover Road and U.S. Highway 90, and a request to adopt the resolution to recognize May 20 as Florida Emancipation Day in Midway.

During the discussion of the CF Blue Star Highway LLC request, a resident asked the council chamber if the residents who lived on or near the parcel had been notified of the changes outside of newspaper advertisements.

“Notice was provided,” City Manager Linda Dilworth stated. “Florida Statutes give us direction that we have to publicize this in the local newspaper [to] notify surrounding residents and all and we have complied with that requirement.”

“We appreciate your caution,” Dilworth added. “We will take that into consideration and do ‘double, double’ follow ups.”

The motion to adopt the request from CF Blue Star Highway LLC was put up to vote and approved unanimously.

District 3 Secretary for the Florida Department of Transportation Philip Gaynor, and District Traffic Operations Engineer Kim Tool presented the adoption of a resolution that will redesign a Midway intersection located at Dover Road and U.S. Highway 90.

“Anytime we get made aware of any kind of traffic issues, we do a preliminary review of the project,” Tool stated. “After discussion internally, and with some of our stakeholders, [we] decided to move forward with a traditional traffic signal and a realignment of that northern portion of Dover Road.”

In the last five years, there had been nine crashes on the northern intersection and four crashes at the southern intersection, resulting in the Florida Department of Transportation coming to the conclusion that the Dover Road intersection crash rate was higher than nearby intersections.

Tool said that the crash rate had caused the department to decide that something needed to be done to make the intersection safer for motorists.

The budget for the project would be around $2 million, and the council’s motion to adopt the resolution was unanimous.

For the request to adopt May 20, Florida Emancipation Day recognition for Midway, Councilman Charles Willis presented history and his reasoning to the council chamber.

“Twenty May, for Florida was May 20, 1865; Texas was June 19, 1865; Georgia was in December 1865,” Councilman Willis explained. “Southern states had got the news and the proclamation was read; I’m asking my colleagues to adopt this resolution for May 20th because other cities had already did - Fort Myers and Lakeland, I think.”

The motion to adopt May 20 was not approved because a budget was not finalized, but the council agreed to revisit the issue.
