Greensboro Town Council discusses remuneration for town manager, and citizen complaints

The Greensboro Town Council held its monthly town meeting on Monday, October 10 at 7 p.m. at Gardner Hall.

The meeting opened with a discussion addressing a request from Town Manager Dennis Henderson for compensation for comp hours he had accrued over the past two years, minus $10,000 already paid to Henderson.

This was a continuation of an issue first brought up at the town’s final budget hearing held on September 26.

At that hearing, the council decided to postpone further discussion of the matter until Henderson’s time-cards could be reviewed and compensation calculated.

After reviewing the time cards going back to August 2019, when Henderson was hired, Council President Bill Willis announced at the October monthly meeting that Henderson was owed $21,491.

Willis then recommended that $11,491 be paid now, leaving $10,000 to be paid after January 1, 2023.

The council voted unanimously to approve Willis’s recommendation.

Following the Town Manager report at monthly meetings, the Town Council allows citizens to address them directly with any concerns they may have.

At the October meeting, a Greensboro citizen named Marvin (last name withheld) addressed the council on behalf of a number of other citizens complaining about Town Manager Dennis Henderson taking photos of people in their yards.

Councilwoman Libby Henderson responded to the complaint.

“If you have concerns about it, certainly addressing them to the Town Manager is appropriate, but I don’t believe that’s happening,” said Councilwoman Henderson. “If anything, he’s getting pictures of blocked ditches and stuff like that. Stuff that needs to be cleaned up, or something he sent somebody to fix and didn’t get done appropriately. I don’t think he’s taking pictures of people.”

Another citizen to speak, on a separate matter, was Sarah Markham, a manager at one of the gas stations in Greensboro.

Markham addressed the town council regarding an ongoing issue of trying to have a storage shed built on the gas station property.

The issue was initially brought to the council during the August monthly meeting.

At that time, Councilwoman Libby Henderson advised Markham that an application would need to be made before the issue could be brought before the council, as a matter of procedure and to avoid the council becoming prejudiced.

The problem was revisited during the final budget meeting on September 26, where Mayor Lamar Alday brought up a request from Markham to discuss the issue further, as she was told by Town Manager Henderson that she would not be able to build a shed on the property.

When Councilwoman Kim Boyer asked what the reasons for the denial were, Councilwoman Henderson stated that the issue could not be discussed before the town council, because an application still had not been filed.

Mayor Alday contended that this is just a shed for dry storage, and Council President Bill Willis stated that: “This is just a shed. We need to learn when to pick a fight and when to let it go.”

With Councilwoman Henderson still concerned about procedure, and Councilwoman Boyer questioning the perceived difficulty of attaining the proper application, Council President Willis ended the discussion for the evening, to be revisited at the October town meeting.

Markham addressed the Town Council on Monday, October 10 in person to discuss the shed again.

Councilwoman Henderson responded that the town council should only hear this item following a denial of the appropriate application.

This led to a debate between Councilwoman Henderson and Councilwoman Boyer over the application, with Henderson stating that there is a development application available, and Boyer asking where it is.

The town attorney was asked for his opinion, and he stated that he agreed that the procedure of submitting a development application, then appealing to the council if the application is denied, should be followed.

“I’ve asked several times about the paperwork,” said Markham. “I’ve asked several times for them to get me the documents that I’ve needed to do what I need to do to get this shed.”

After further debate, which grew heated at times, Council President Willis brought the meeting back to order by asking the town attorney to provide an appropriate document as soon as possible.

“The only thing we want to do is do it the right way,” Willis said. “We might have been missing the point here, why you hadn’t got an application, because we couldn’t provide you with one. And we’re going to rectify that.”
